Why Google Consent Mode v2 matters now
Google requires it
Google’s EU User Consent Policy (EUUCP) requires websites to display a consent banner from a Google-certified CMP and use Consent Mode v2. Without it, Google can no longer count conversions from your ads for EEA and UK visitors.
Boost conversions with Consent Mode v2
Consent Mode v2 sends consent signals to Google so conversion tracking, audience building, and remarketing keep working for visitors who consent, and use modeling for those who don’t.
As a Google-certified CMP Gold partner, we help you keep your conversion data flowing while collecting consent that meets regulatory requirements.
Consent signals that keep your data useful
When a visitor consents
Your consentmanager banner sends consent signals directly to the Google tags on your site. Google Ads, Analytics, Floodlight, and Conversion Linker all receive the signal and operate normally. Full tracking, full data.
When a visitor doesn’t consent
Google Consent Mode sends cookieless pings to Google instead. No identifiable data is transmitted, but Google uses these pings with machine learning to model conversions. On average, this recovers around 65% of conversions that would otherwise be lost.
Basic vs Advanced
Basic mode: hard blocking. No data is sent to Google until consent is given. Advanced mode: cookieless pings are sent even without consent, letting Google model conversions with machine learning. More data, stronger ad performance.
What changed with Google Consent Mode v2
The key differences between the original Consent Mode and v2.
Old Google Consent Mode
- Consent Mode was optional, used to enable modeling
- Using a Google-certified CMP was optional
- Conversion counting worked through Google services or third-party tools regardless of consent signals
Google Consent Mode v2
- Consent Mode is required for conversion tracking in the EEA and UK
- Using a Google-certified CMP is required
- Conversions are only counted when consent is given and the signal is sent back to Google through Consent Mode
- Two new consent signals added: ad_user_data and ad_personalization

Common questions about Google Consent Mode v2
Google Consent Mode v2 is a technology that sends your visitors’ consent decisions to the Google tags on your website. It tells Google whether a visitor has consented to analytics, ads, personalization, and data sharing. Without these signals, Google can’t track conversions or build audiences from your site.
Yes. Since March 2024, Google requires all websites and apps serving visitors in the EEA and UK to use Consent Mode v2 through a Google-certified CMP. This applies regardless of where your company is based.
The EUUCP is Google’s own policy requiring users of Google services to disclose cookie usage and obtain consent from visitors in the EEA and UK. It reflects the requirements of GDPR and the ePrivacy Directive. Google Consent Mode v2 helps you meet this policy.
When a visitor doesn’t consent, Google Consent Mode sends limited, cookieless signals. Google uses machine learning to model conversions based on patterns from consented users. In Google Analytics 4, this includes behavioral modeling (recreating user journeys) and conversion modeling (estimating missed conversions). A minimum of 100 ad clicks per day is required for modeling to activate.
Yes. Google requires a certified CMP to send Consent Mode v2 signals. consentmanager is a Google-certified CMP Gold partner with native Consent Mode v2 support built in.
